We know from working with our customers that over the past years funding a project has always been a problem. On February 17, 2009, the President signed into law H.R. 1, the American Recovery and Reinvestment Act of 2009. The bill provides more than $4 billion for state and local law enforcement and for other criminal justice activities that prevent and control crime and improve the criminal justice system. The Office of Justice Programs (OJP), which provides federal leadership in developing the nation's capacity to prevent and control crime, administer justice, and assist victims, has been designated as the lead agency in administering $2.76 billion of this funding.
